地址栏中含有中文中不能正确定位网页，且出现乱码

今天开始用firefox 忽然发现一个这样的问题如果我的url中含有中文则提示 找不到网页
这样的错误 该如何 修改啊？？？

network.standard-url.encode-utf8 -> true
network.standard-url.escape-utf8 -> false

你的网页要用UTF8才行，这样就能进中文网址了

地址栏出现中文目前应该没可能，但是应该可以正常访问的，但是这个ms跟服务器设置有关，搜索论坛见到过有中文地址不能访问的帖子

能否让地址栏不出现编码以后的中文 就直接输出中文啊？

是这样的
有地址栏中输入：
http://localhost/ecms/baidu新闻/baidu/index.php
回车后地址栏变成：
http://localhost/ecms/baidu%D0%C2%CE%C5/baidu/index.php

更改一个编码后：

You don't have permission to access /ecms/baidu新闻/baidu/index.php on this server.
Apache/2.0.54 (Win32) PHP/4.4.0 Server at localhost Port 80

但是（http://localhost/ecms/baidu新闻/baidu/index.php） 这个地址用 internet Explorer就能正确访问，
