google gears总是安装出现1603错误

安装总是提示1603错误。看事件提示是
Product: Google Gears -- Error 1303. The installer has insufficient privileges to access this directory: C:\Program Files\Google\Google Gears\Firefox\chrome\chromeFiles\locale\is. The installation cannot continue. Log on as administrator or contact your system administrator.

用Google chrome里面的gears是正常的
哪位大侠能告诉是什么情况？
