You're not thinking deeply. At low market share, it's hard for
minority-share browsers to influence content developers not to use
MS-isms. After many years of this condition, MS-isms are burined in
millions to billions of web-pages, often with no one around to clean up
the pages to use standards. Doing so costs money, for no gain without
more browsers insisting on standards.

Yet to get more share, the minority browsers must implement the MS-isms.

Later, with more market share, these browsers can start to influence any
content authors employed to keep sites competitive. Still, lots of
sites using document.all without detecting it will *never* change, but
in a few years, the web diameter will make these sites economically
unimportant.

Study a little economics and game theory a little before you argue about
what is "obvious". The web browser market is a non-zero-sum game.
First, we need more market share. Then, where we have emulated IE-isms
as well as standards, we can require only standards (although if we
still have the undetected document.all support later, we still win).
